Vetting Panel

 

The role of the Vetting Panel is to decide whether persons seeking to be, or who are, World Athletics Officials are eligible to take office.

 

The Vetting Panel comprises three persons who must be independent of World Athletics, at least one of whom must be a lawyer. One of these three members serves as the Chair of the Vetting Panel.

 

Don Mackinnon (NZL) Chair, Esi Schimming-Chase (NAM) and Professor Mark Pieth (SUI) were reappointed to the Vetting Panel by Congress for a further term of 4 years commencing at the conclusion of the 2023 Congress meeting and ending at the first Council meeting after the 2027 Congress meeting.

Biography – Don Mackinnon, Chair of the Vetting Panel

• World Athletics Vetting Panel Chair 2019-2023

• Diverse sport law background across multiple sports including athletics

• Barrister at City Chambers in Auckland - Labour and Sports Law specialist

• Chair of Integrity Sport and Recreation Commission New Zealand

• Appointed to a number of Government related panels and investigations including a review of the effectiveness of New Zealand's Sports Tribunal

• Experience of the Court of Arbitration for Sport

Screening Panel

 

To ensure that members of the Vetting Panel also meet the same high standards of conduct and integrity as all other World Athletics Officials, World Athletics has a Screening Panel whose role it is to determine the eligibility of the prospective and existing members of the Vetting Panel.

 

The Screening Panel comprises the following two persons, who were appointed by Council until the conclusion of the 2027 Election Congress.

Nominations Panel

 

The role of the Nominations Panel is to identify, recruit, assess and make recommendations to Council for the appointment of members on various World Athletics bodies, including the Commissions, the Screening Panel, the Vetting Panel, the Disciplinary Tribunal, the Election Oversight Panel, the Nationality Review Panel and the Council Members on other independent bodies.

 

The Nominations Panel is made up of the following members, who were appointed by the World Athletics Council in August 2023:

The Panel’s term of appointment will end at the conclusion of the next World Athletics Election Congress in 2027.

Biography - Gord Orlikow (CAN), Convenor

 

Gord has significant experience in both appointment processes and the sport of athletics. He works for Korn Ferry as a specialist executive level recruitment expert, and daily advises and supports Boards and CEOs in recruiting, assessing and appointing CEO/ senior employees and Board members. In sport he has specific experience as current Chair of the Nominating Commission for the International Paralympic Committee and is also a long-time and current member of the Canadian Olympic Committee Nomination Committee as well as leading various appointments processes in his previous 10-year capacity as President and Board Member of Athletics Canada. He is a former national team decathlete and has extensive experience and an understanding of athletics from a national federation, Area and world perspective having served at all levels.

Integrity Unit Board Appointments Panel

 

The role of the Integrity Unit Board Appointments Panel is to identify, recruit, assess and make recommendations to Congress of the five independent members to be appointed to the Athletics Integrity Unit (AIU) Board.

 

The Panel consists of three members as follows:

• Mike Cook (USA), as the Chair and independent member

• Antti Pihlakoski (FIN), as the Council Member

• David Howman (NZL), as the Chair of the AIU Board

 

The period of appointment of the Panel is from 27 August 2023 through to the next Election Congress meeting in 2027.

Disciplinary and Appeals Tribunal

 

The Disciplinary and Appeals Tribunal hears and decides all breaches of the World Athletics Integrity Code of Conduct. The Members of the Disciplinary and Appeals Tribunal were appointed by Congress for a term of 4 years commencing on 18 August 2023 and ending at the first Council meeting after the 2027 Congress meeting:

Biography - Charles Hollander KC, Chair of the Disciplinary and Appeals Tribunal

 

Charles was appointed Chair of the Disciplinary and Appeals Tribunal in 2019. He has a significant and diverse sports law background appearing in a vast number of sports cases in tribunals, arbitration and at the Court of Arbitration for Sport, as well as chairing disciplinary and doping tribunals across multiple sports including athletics, football, swimming, tennis and rugby union. He has chaired tribunals for the UK National Anti-Doping Panel and the Football Association Judicial Panel and he is an Anti-Corruption Hearing Officer for the Tennis Integrity Unit.

 

Charles was appointed King’s Counsel in 1999 and has a global perspective with an active law practice in the UK, Caribbean and Hong Kong. He is a highly experienced advocate in commercial litigation and international arbitrations, has published number of law books and sits in England as a Deputy High Court judge.


The Executive Board appointed Sport Resolutions in the UK to serve as the independent secretariat to the  Disciplinary and Appeals  Tribunal  until 31 December 2027. resolve@sportresolutions.com

Election Oversight Panel

 

The role of the Election Oversight Panel (EOP) is to manage the overall candidature process, including ensuring any deadlines and obligations are met, as well as developing and providing guidance as applicable. The EOP is also responsible for ensuring that all candidates for election to World Athletics office conduct their candidacies with honesty, dignity and moderation and in compliance with the Integrity Code of Conduct, the Candidacy Rules and any other applicable rules and regulations; and the proper administration of tasks relating to the organisation, running and supervision of the elections at the Election Congress.

 

The following Panel members were appointed by the Council in March 2023 through to the conclusion of the Election Congress in 2027.

Biography – Margot Foster, Chair of the EOP

 

Margot is a highly-experienced Australian sports lawyer and administrator, having held roles on boards and committees in a number of sports bodies for over 30 years. Margot is an Olympian rower, having won a bronze medal at the 1984 Los Angeles Games in the women’s coxed four.

Integrity Unit Board

 

The Integrity Unit Board governs the Athletics Integrity Unit and is comprised of the following members:

• five Independent Members appointed by the World Athletics Congress:
